First, what is a nation? As defined by Google, a "nation" is "a large aggregate of people united by common descent, history, culture, or language, inhabiting a particular country or territory." That seems simple enough, but then, what is a country?
For this word, Google has several definitions: "a nation with its own government, occupying a particular territory", "districts and small settlements outside large towns, cities, or the capital", and "an area or region with regard to its physical features".
A "country" can mean different things, but the word is often used interchangeably with "nation". From these definitions, it appears that "nation" refers more to the people where "country" refers more to the land. In this way, the Hetalia characters are both "nations" and "countries".
In my headcanon, the nations are born from earth to help guide the humans in the right direction by remembering the mistakes of the past and trying to not allowing them to repeat. What do I mean by "born"? Well, I literally mean that. To me, it would not make sense for nations to have parents in a literally sense; they are born from earth, by earth itself is not their "mother" as we typically intend.
The first picture puts it fairly well, though I don't entirely agree with it's views.
"Nations aren't born in the way that humans are born." Yes, that is quite true; however, it's explanation is quite specific.
Similarly, I believe that the nations are part plant, but I believe that each nation is born from a different plant akin to their personality, rather than them being born from the same sort of species of "nation" plant. I follow a headcanon presented by Kimanda's fanfiction "Behind the Mask" but not the one she has confirmed herself, which is similar to the one in the first image.
